Per Circular 51/2025/TT-BCA: each new province uses ALL prefixes of its former provinces; plates already issued keep their value. New registrations may be issued under any of the province's prefixes.

Frequently asked questions

What does a Vietnamese plate tell you about the province?
The first two digits are the province code where the vehicle is registered (e.g. 29–33 and 40 for Hanoi, 41 and 50–59 for Ho Chi Minh City). After the merger to 34 provinces, many existing codes stay in use.
Which regulation governs license plates?
Plate issuance and management currently follow Circular 51/2025/TT-BCA. Since 2023, personal car plates are issued and managed under the owner’s personal ID (identity-linked plates).
